MARY D. LOBRON PRESIDENT

MARY D. LOBRON
President

Mary Lobron holds experience in the areas of research and project administration, particularly in the fields of public sector management, public health services, and medical science.

Mary has served as President of LCL Advisors, Inc. for over twenty years. She directs all company programs, reviews all productions and monitors quality performance on all company products and presentations. She performs analyses of transportation programs and technological initiatives for discussions and presentations with industry participants.

For several years, Mary directed public health services for a municipality in Southeastern Pennsylvania, overseeing all government health services, department administration, and investigatory functions. She was an active member of nationally recognized public health associations and assisted the Commonwealth of Pennsylvania's Department of Environmental Resources in numerous investigatory and regulatory functions.

Earlier, Mary served as a research associate, performing biochemical studies within the Cardiovascular Pulmonary Division of the School of Medicine of the University of Pennsylvania. Mrs. Lobron holds a Bachelor of Science degree in Biology from the Philadelphia College of Pharmacy and Science. She has also completed graduate coursework in Regional Planning at the University of Pennsylvania.

Mary is also a licensed “Green” REALTOR® in the Commonwealth of Pennsylvania, specializing in leading leasing programs for major “lease-up” projects for new residential complexes throughout the Philadelphia region. Mary is also an active participant in the Chester County Medical Reserve Corps.

Rich Lobron has been involved in the operational and financial management of entities servicing the nation’s transportation sector for over twenty years. Throughout his career, he has garnered a unique blend of hands-on experience in both the public and private sectors, with active roles as a senior executive for public agencies and private manufacturers, as a government official, and as a consultant. Rich has served as a senior executive in four industries and has directed all modes of transportation.

Mr. Lobron has served as an independent consultant on transportation, economic development, financial and operational management issues to a wide variety of private sector corporate clients. He has served local, state and federal levels of the public sector as a senior executive at major public transportation agencies throughout the United States. Rich has also held senior advisory positions in the offices of the Governor, State Treasurer and Transportation Commissioner for the State of New Jersey, as well as in the office of the Federal Transit Administrator at the United States Department of Transportation.

Rich has authored industry guidelines for practices involving “turnkey” procurements, “Buy America” reviews and revenue management protocols, as well as articles pertaining to various aspects of financial management practices. Rich has also led the development of Mobility as a Service program developments which led to achieving a “People’s Choice” and Best Investment award for his team at a recent Transportation Research Board conference. Rich also has been involved in authoring the mass transit industry’s best practices protocols for cybersecurity of supply chain functions. He has also provided assistance to the Democratic Republic of the Congo in developing local capacity for infrastructure developments.

Mr. Lobron holds a Masters of Science in Finance from Temple University, a Bachelors degree in Economics from the University of Pennsylvania and was certified as a Project Management Professional (PMP) by the Project Management Institute in 1995. He is also certified as an Intercultural Communications Trainer by Duke University’s icEdge program Rich currently provides assistance to the Penn State University as a Board Member for the Rail Transportation Engineering program and Engineering Systems program as well as an adjunct professorship with Temple University’s Fox School of Business in International Business. He is also an active participant in the DVRPC Future Forces Planning Group and was an Expert for the TRB Expert Task Group on the Effect of Smart Growth Policies on Travel Demand.   Rich is also a Senior Advisor to Econsult Advisors, Inc., providing economic consulting and analytical services for businesses, governments, and non-profit organizations alike in a wide range of industries
